Human Resource Development Centre (HRDC) was established in 1999 as a legal entity on the basis of Art. 10, par. 5 in conjunction with Art. 33 and par. 1, item 3 of the Education Act, with legal address - 15 Graf Ignatiev Str., Sofia 1000. The Centre reports to the national authorities.
HRDC organizes, advises, coordinates and carries out projects and research in the field of education, vocational education and training, labor market and human resources in Bulgaria, in cooperation with the Ministry of Education and Science, Ministry of Labor and Social Policy and other institutions, corporate bodies and individuals.
HRDC is the coordinating body in Bulgaria of the European Lifelong Learning Programme (LLP) and is working on projects in the field of education, training and labor market. The Centre works on the selection, evaluation, financing and monitoring of projects under LLP and offers consultancy to interested stakeholders in applying to the programme.
HRDC carries out information and consulting activities related to vocational guidance through the Euroguidance centre in Bulgaria.
HRDC coordinates activities for dissemination and implementation of the Europass initiative through the National Europass Center in Bulgaria. The Centre coordinates and administers the eTwinning initiative of the European Union. Moreover, HRDC coordinates the Study visits program and the European language label initiative in Bulgaria.
Through the Bulgarian National Observatory (BNO) HRDC is a partner in the Refernet network for exchange of expertise in vocational education and training to the European Agency CEDEFOP.
The Centre provides consulting and technical assistance to projects in the field of human resources. HRDC collaborates with national institutions and organizations in the field of human resources and creates opportunities for cooperation with foreign organizations and institutions.
